I have the honour to address Your Lordship on the subject of the Report on the Future Control and Development of the Port of Hong Kong compiled by the late Sir David Owen and forwarded to Your Lordship as Sessional Paper No. 1 of 1941 under the Colonial Secretary's covering note No.30/395/1941 of 30th April, 1941.
2. The report in question has received the most careful consideration of all the Government departments concerned as well as the Commodore-in-Charge and the Hong Kong General Chamber of Commerce. I do not burden this despatch with a full statement of the comments submitted by these several authorities but my Executive Council desires that I should forward some interesting comments furnished by a small body of citizens headed by the Bishop of Hong Kong.

After all the reports and comments had been considered by my Executive Council it was decided at a meeting of that Council held on 30th July, 1941, to recommend Your Lordship's acceptance of Sir David Owen's principal proposals, viz., that the control of this Port should be placed in the hands of a Port Trust, constituted and organized on the lines recommended by Sir David Owen, but that 'operation' should
emain in the hands of private persons and firms as at present. The Council was strongly insistent on the importance of making
this change as soon as circumstances permit. The Council also advised the following slight departures from Sir David Owen's advice: the serial references correspond with the relevant sub- sections of paragraph 102 of the report:-
